Almost every failed parking lot in Puerto Rico fails for the same reason, and it is rarely the asphalt itself. It’s water. Puerto Rico gets intense, concentrated rainfall, and a lot that can’t shed water fast enough lets it sit — on the surface and, worse, underneath it.

Once water gets into the base layer, the base loses its strength. Traffic then pushes the weakened section down, the surface cracks, the cracks let in more water, and the cycle accelerates. That’s how you get potholes that come back six months after someone patches them. At Santa Rita there was a second issue layered on top: broken concrete. Concrete and asphalt fail differently and have to be addressed differently, and a contractor who only works in asphalt will either skip the concrete or subcontract it out and lose control of the schedule. Rico does both, in-house, which is why the concrete work didn’t become a separate project with a separate timeline.

The Scope of Work

This was a reconstruction, not a resurfacing. The distinction matters, and it is the single most common place where commercial property owners get sold the wrong service:

  1. Demolition and excavation. The failed surface and broken concrete were removed rather than covered. A compact excavator took out the compromised material down to a level where we could rebuild.
  2. Drainage correction. The lot was graded so water runs off it instead of pooling on it. This is the part nobody photographs and the part that decides whether the pavement lasts three years or fifteen.
  3. Crushed-stone base. A new compacted aggregate base was placed and graded across the lot — the structural layer that actually carries the load. Asphalt is the wearing surface; the base is the pavement.
  4. New concrete slab. A concrete pad was formed and poured where the property needed a hard, rigid surface rather than flexible pavement.
  5. Asphalt paving. Machine-laid and compacted hot mix across the full lot and the entrance driveway, tied cleanly into the existing street grade at the gate.
